Now, post offices can provide ATM cards, account statements

NEW DELHI: Post offices moved a step closer to becoming banks. The government has allowed certain eligible branches to issue ATM cards to their account holders and also account statements instead of giving out passbooks, as most private sector banks do. 

On Tuesday, the government issued a gazette notification amending the Post Office Savings Bank General Rules, 1981. The rules will come into force immediately. These facilities will be available to the branches that are working on core banking solution software, essentially branches that part of an electronic network. 

Post offices currently provide savings account, recurring deposits, fixed deposits and many other small savings schemes run by the government including the popular Public Provident Funds. 

The funds raised by them largely go to finance central and state governments. India post currently has about 1.55 lakh branches, nearly 90% are in the rural areas, which many experts see as a good vehicle for  financial inclusion. The notification says the post office savings bank could issue automated teller machine or debit card to account holders on request or otherwise which can be used to withdraw funds from any of the branches having core banking. 

The deposits to these accounts could be made and accepted through any electronic mode. The RBI had decided against issuing a banking licence to India Post when it gave out licence to IDFC and Bandhan Financial Services saying it would decide after consultation with government. The new rules notified by the government will push India Post closer to banks.

Solution

  • Running CHECKDB with REPAIR_ALLOW_DATA_LOSS will definitely be able to fix this issue - but to for this error it will simply delete the broken page. In this case, the page is a data page so will definitely lose data.
  • If you have a backup, you should restore from it to avoid losing data.

Note :A torn-page (as referenced in the error) can happen when a power-failure occurs during transaction processing and one of the drives loses power in the middle of a write operation

Solution

Right click on TypeLib and select Permissions and go to the Security tab
Find out if your username is listed in the list of users, if so make sure you've Full Control/ remove restricted user from the List.
If not click on Add and type in the username. Once added make sure the user has Full Control.
Apply changes and close the registry editor.

Reboot your machine

Modi's New Year gift: With ATMs and all, 'Post Bank' is getting ready to serve the poor

Things are fast progressing for India Post’s grand entry to banking industry.

As the latest step, on Tuesday, the NDA-government amended the Post Office Savings Bank General Rules, 1981 to permit select offices of Department of Posts to issue ATM cards to savings bank account holders and issue account statements, instead of the traditional passbooks.

Presently, the service will be limited to only those post branches, which are under the core banking solution (CBS) network. To put it simple, CBS makes possible real time operation of a bank account across all branches connected through the network.

That is the reason why a customer can transact in their accounts in any bank branches. Most Indian commercial banks have covered their entire branches under CBS.

For India Post, only 676 post offices are under the CBS network out of its total 1.55 lakh branches. Hence the ATM/account statement services will be initially limited to those branches. However, the department is currently undertaking a project to cover more number of branches under CBS as part of its IT-modernisation programme, besides increasing its ATM network to 2,800 by 2015.

The point to be noted here is with the permission to operate accounts through ATMs and issue account statements instead of a post office passbook, India post has already almost become a bank, albeit, in small scale, and if one exclude the credit operations business. A customer can keep their savings, draw statements, withdraw money from ATMs like in any other bank.

India Post already manages deposits worth ove Rs 6 lakh crore under its various deposit schemes.

To offer credit, however, the department needs to set up a formal bank. Early this month, a task force, headed by former cabinet secretary, TSR Subramanian and comprising of experts that includes former Infosys board member TV Mohandas Pai, had mooted the creation of a full fledged post bank that can undertake all kind of business activities including credit like a normal bank, focusing on the poorest segments of the country.

But that process will take time, since such an avtar requires a fresh legislation and capital infusion from the government. The norms do not permit government entities to apply for a small bank licence.

But the postal department can certainly take the first step forward to realize the dream of ‘Post Bank of India’ by becoming a payments bank, permissible under recent RBI guidelines. The deadline to apply for payments bank is on January 16. Getting a payments bank licence will be cakewalk for posts, since RBI is already is in favour of its candidature to become a bank.

India Post was among the 25 contenders for a full service banking licence last year but didn't get into the final list since the UPA government at the time wasn't keen on backing the move and refused to provide the department with the minimum capital required to set up a commercial bank.

RBI issued licences to only two from the 25--IDFC and Bandhan—for the full service operations but had observed that India Post can be given banking licences if government, technically the promoter of the proposed Post bank, gives its nod.

If financial inclusion is the topmost priority of the government, post bank’s entry into the banking can immensely benefit the poor, much more than the ongoing Jan Dhan Yojana, where state-run bankers are kept at gun point to meet the magical target numbers (Rs 10 crore in seven months), that has ended up in free distribution of duplicate bank accounts to existing account holders with loose KYC norms.

Force-feeding financial inclusion to the poor and unbanked has hardly worked in India in the past as is evident from large number of dormant accounts under the massive no-frills account opening drive under the RBI and previous UPA-government. Instead, preparing the ground, where poor is given easy access to the formal financial system, can work better if the intent is the real inclusion.

And no one knows the unbanked farmer, vegetable vender or daily laborer in the villages more than the postman. They KYC process is already done and the villager will trust the Postman to keep his small savings than a brand-new bank.

Of its total network, about 1,39,040 post offices are in rural areas. Going by a 2011 estimate of the postal department, about 6,000 people are covered on average by post-offices in rural areas and about 24,000 in urban areas.

Through its various saving schemes, Postal department handles deposits to the tune of Rs 6,00,000 crore.

The department only needs to manage the fresh resources needed to undertake full-service banking operations; the infrastructure is already present.

Tweets may help improve urban planning

Geo-localised tweets can be a very useful source of information for urban planning and land use, a new study has found.
Researchers have already done it in Manhattan, Madrid and London and have been able to identify, for example, nightlife areas of these large cities.
Every day millions of citizens around the world generate massive amounts of geolocalised content using mobile applications and social networks.
Especially on Twitter, which could become a sensor of interactions between people and their environment and provide guidelines for planning life in the city.
A forgotten issue in urbanism is land use during the night time, with problems such as noise and dirt, which could be improved with this type of tool.
Enrique and Vanessa Frias-Martinez, researchers at Telefonica Research in Madrid and the University of Maryland (US) respectively, have suggested using geolocalised tweets for urban planning and land use.
“Geolocalised tweets can be a very useful source of information for planning, since it is an activity carried out by a large number of people who provide information on where they are at a specific time and what they are doing,” Enrique said.
The researcher points out that “thanks to the increased use of smartphones, social networks like Twitter and Facebook have made it possible to access and produce information ubiquitously.”
These networks, he added, generate tags with the event’s geolocation.
“For example, Twitter includes longitude-latitude information in the tweet if the user so desires. Amongst possible applications we have seen that this network could be
highly suited to helping in urban planning, especially in identifying land use,” researchers said.

Using Twitter, “you can capture information on urban land use more efficiently and for a much larger number of people than with questionnaires,” said Enrique.
The new technique “automatically determines land uses in urban areas by grouping together geographical regions with similar patterns of Twitter activity,” researchers said.
Using aggregate activity of tweets, the researchers have studied land use in Manhattan, Madrid and London.
In the first two cases they identified four uses: residential, business, daytime leisure (mainly parks and tourist areas) and nightlife areas. In London, they also
established industrial land uses. These results were validated with open data sources.

The study was published in the journal Engineering Applications of Artificial Intelligence.

Xiaomi cleared charges of breaching data privacy by Taiwanese regulators

Taiwanese regulators cleared on China’s Xiaomi and other smartphone brands of breaching local data protection laws after national security concerns triggered the government to launch a probe in September.
The National Communications Commission, in a report concluding the investigation, said all the 12 brands it had tested, which include handsets sold by Apple, Samsung, LG and Sony, did not violate the laws.
James Lou, an NCC official who was involved in the testing, said the commission, however, would request mobile phone makers make information transmission more secure.
The probe, which also involved Chinese handset makers Huawei and ZTE, was a reminder of the scrutiny Chinese technology firms are subject to abroad as governments become increasingly wary of potential cyber security threats from the world’s second-biggest economy.
It also highlights Taiwan’s sensitivity to security issues involving China, its largest trading partner but one which has never renounced the use of force to take back what it deems a renegade province.
Privately owned Xiaomi, whose budget smartphones are popular throughout Asia, was previously accused of breaching data privacy. In August, the company apologized and said it would change a default feature after a Finnish security company said Xiaomi collected address book data without users’ permission.
In September, Taiwan’s government began performing independent tests on Xiaomi phones after media reports said that some models automatically send user data back to the firm’s servers in mainland China.
The probe was then widened to include local and foreign handsets. The NCC report said handsets made by local firms HTC, Asustek, Far EasTone Telecommunications, Taiwan Mobile and U.S.-based InFocus, whose handsets are made by Taiwan’s Hon Hai Precision, were also cleared of breaching the data protection laws.

seconds of commencing the sale. Xiaomi’s Manu Kumar Jain made the announcement on Twitter on how quickly the smartphones went out of stock.

Xiaomi India Head Manu Kumar Jain shared with NDTV that 40,000 units had gone out of stock today. The company also announced that they would have their next sale on 6 January and registrations would begin today itself at 6PM.

Technology to be used to provide quick postal services

VISAKHAPATNAM: The postal  department will use new technology to provide quick service to customers and  introduce new products to generate revenue, Chief Post Master General of Andhra Pradesh Circle  B V Sudhakar said here today.

Launching a smart phone-based Andriod solution to monitor letter box  clearance at the Lawson's Bay Colony post office here today, he said that the  facility is now functioning at Hyderabad and Vijayawada. 

The facility will enable people and the postal department to know the status of  letter box clearance and its dispatch to customers through a a smartphone which  would be given to postal clearance personnel who clear post boxes.

He  said that 700 post boxes are being monitored using the solution, which would be  extended to more than 500 post boxes in Visakhapatnam in a phased manner by  February 2015.

He said that the Andhra Pradesh circle has decided to sell Tirumala Darshan  tickets of Rs 50 and Rs 300 denomination through all 95 head post offices in  Andhra Pradesh and Telangana region from January 5, 2015. The facility would be  extended all sub-post offices in the circle from February 2015, he said.

He said that the postal department had already begun selling non-judicial stamps  through post offices in the Telangana region.

Cashless transactions  would be introduced in post offices in the rural areas, he said.

He  said that payments for registered post, parcels and other services would be  accepted debit and credit cards by installing swiping machines at post offices.

In rural areas where there is no banking facility, the postal department would  allow customers to draw upto Rs 1,000 from post offices.


He said that the  postal department's revenue deficit had come down from Rs 465 crore in 2011-12 to Rs 265 crore in 2013-14, adding that it has been planned to wipe out the  deficit in 2014-15.

Commemorative Stamp on Kuka Movement - 24th December 2014.

Union Minister for Communication & IT, Shri Ravi Shankar Prasad released a commemorative stamp to highlight heroic deeds of those engaged in Kuka Movement on the occasion of 150 years of Kuka Movement on 24th December 2014 at the function held at New Delhi.


The Kuka Movement marked the first major reaction of the people in the Punjab to the new political order initiated by the British after 1849. The Namdhari Movement, of which the Kuka Movement was the most important phase, aimed at overthrowing the British rule. The Namdharis were also known as “Kukas” because of their trademark style of reciting the “Gurbani” (Sayings/Teachings of the Guru). This style was in a high-pitched voice called “Kook” in Punjabi. Thus, the Namdharis were also called “Kukas”. The Kuka Movement made the people aware of their serfdom and bondage. It evoked the feelings of self respect and sacrifice for the country. Within a few years, the followers of the Kuka Movement increased manifold. They called for boycott of educational institutions of British and laws established by them. They were rigid in their clothing and wore only hand-spun white attire. The Kuka followers actively propagated the civil disobedience.









Commemorative Postage Stamp on Baba Amte

It has been decided by Department to release commemorative postage stamps and philately stationary items on Baba Amte on 30th December 2014. 

Murlidhar Devidas Amte popularly known as Baba Amte, was an Indian social worker and social activist known particularly for his work for the rehabilitation and empowerment of poor people suffering from leprosy. Baba Amate was born to Mr. Devilal singh and Mrs. Laxmibai Amte in the city of Hinganghat in Wardha District of Maharashtra. It was a wealthy family. His father was a British government official with responsibilities for district administration and revenue collection. Murlidhar had acquired his nickname Baba in his childhood.

He came to be known as Baba not because "he was a saint or any such thing, but because his parents addressed him by that name."


As the eldest son of a wealthy landowner, Murlidhar had an idyllic childhood. By the time he was fourteen, he owned his own gun and hunted boar and deer. He developed a special interest in cinema, wrote reviews for the film magazine the Picturegoer and even corresponded with Greta Garbo and Norma Shearer. Norma Shearer became one of his first foreign donors when he began working with leprosy patients. When he was old enough to drive, he was given a Singer sportscar with cushions covered with panther skin. He never appreciated the restrictions that prevented him from playing with the 'low-caste' servants' children. "There is a certain callousness in families like mine." he use to say. "They put up strong barriers so as not to see the misery in the world outside and I rebelled against it.

Spartan: Is Microsoft working on a new lightweight Chrome-like browser ?

While we had expected Microsoft to bring some big changes to IE in Windows 10, looks like the software giant is all set to introduce a new browser. Citing some anonymous sources, a report by ZDNet suggests that Microsoft is now building an all new browser dubbed Spartan. This means, IE 12 and Spartan could be different.
Spartan will reportedly be based on Microsoft’s Chakra JavaScript engine and Microsoft’s Trident rendering engine, which means it isn’t switching over to WebKit.
Going by the report, Windows 10 for desktop could ship with both IE11 and Spartan. However, Spartan is simply the codename and it isn’t clear what Microsoft would be calling it during release. The report further adds that IE 11 will be there for backward-compatibility and Spartan will be made available for both desktop and mobile versions of Windows 10.
Microsoft is likely to unveil Spartan on January 21 along with the next set of Windows 10 features. “But my sources also aren’t sure if Spartan will be functional enough for inclusion in the Windows 10 January Technical Preview and mobile preview builds that are expected to be available to testers in early 2015. It may not show up in the test builds until some point later, they say,” the report said.
Neowin reveals, “Microsoft has made a rather large decision regarding Trident, the engine that powers the browser, and no, it’s not adopting Webkit. The team behind the engine has forked Trident into two components that will result in a new .DLL when the browser ships. Because of the fork, the modern component of the IE12 should be lightweight compared to what we have now in IE11, at least, that’s the hope because all of the legacy base has been removed.”
The report further adds that it’s because of this fork that rumours of  a new browser are doing rounds.
Several reports suggests that the new browser will look and feel like Chrome and Firefox. It will also support extensions. Lately, IE that is bundled with Windows 10, is facing stiff competition from alternatives like Chrome, Firefox and Apple’s Safari.

Sharad Yadav raises concern over software allowing illegal calls

Senior JD (U) leader Sharad Yadav has raised concerns about a software which enable one to make calls illegally by compromising the genuine mobile numbers and urged Home Ministry to launch a probe into the matter.
“It is brought to my notice that there is a software which is available in the market and which may prove dangerous for the security of the country.
“I am told that by installing the software in question, one can use anyone’s cell phone number and talk to other number…I do not know whether your department is aware of the software,” Yadav said in his letter to Home Minister Rajnath Singh.
He urged Singh to inquire it immediately effect so that “corrective steps” could be taken.
The JD (U) leader said he has also written a letter to the Communications and IT Minister in this regard.
Earlier reports suggest that the number of mobile subscribers who have availed Mobile Number Portability (MNP) has crossed 100 million mark, according to a statement released by Trai ​(Telecom Regulatory Authority of India).
Mobile number portability allows a mobile telephone subscriber to retain his number even when he moves from one telecom provider to another in the same service area irrespective of the mobile technology or from one cellular mobile technology to another of the same telecom provider.
